What's proposed. Under the agreement, the MAC 719 LR, MAC 741 LR and MAC 723 LL entities would redesign about 12,263 sq. ft. of city-owned lane. The plan includes pavers, removable bollards, landscaping and kiosks or café structures. The concessionaire pays 100% of costs, about $2 million for public improvements and about $1 million for structures. The city contributes no capital. [Staff memo, R7 C, pp. 2–4]

Terms in the file. The term is 20 years with three 10-year renewals. A CBRE appraisal valued the parcels at $7,140,000, with a market rent of $499,800 a year. The memo says the agreement needs a 6/7 vote. On the dais, staff described termination for convenience after 15 years. [Memo pp. 2–6 · 5:01:13 · 5:08:23 · 5:16:03]

What the public said. Several residents and business owners spoke in support. One said, “I'm a huge supporter of this project.” A caller raised concerns about ongoing Lincoln Road construction and urged the Commission to think of “quality of life here and now.” [5:20:51 · 5:26:28 · 5:27:13]
