R5 AC 7–0R5 N 7–0R5 AD 7–0

R5 AC would let private sites be used for temporary construction staging and parking. The sponsor cited the West Avenue neighborhood, and another commissioner said it applies citywide. It passed first reading 7–0, with second reading on Nov. 18. No one asked to speak. [Memo, R5 AC · 2:34:42 · 2:36:45]

R5 N tightens fence and screening rules for vacant lots and construction sites and updates construction-sign standards. The sponsor cited a torn fence on a vacant Lincoln Road site, and a commissioner noted that earlier rules aimed to keep lots visible to police. It passed 7–0 on second reading, with all seven members voting yes. [Memo, R5 N · 2:19:37 · 2:21:48]

R5 AD extends the suspension of exterior-color review. A caller asked why; the sponsor said owners had been forced back to land-use boards just to repaint, including at a Sunset Harbour property. It passed 7–0 on second reading. [2:37:23 · 2:38:00 · 2:39:49]
