Riders under 16 would be barred from micromobility devices, e-bikes and motorized scooters on city rights-of-way under an ordinance that passed first reading unanimously. Sidewalk violations would carry a $100 city civil citation; street violations would fall under state traffic law.

What was said. The fire chief cited 606 confirmed or high-confidence incidents involving a scooter or e-bike. Commissioners debated helmets for minors, which state law limits, and how officers would cite a child without ID. Police said they would contact parents first and are working on holding parents responsible. Several commissioners stressed an education campaign before enforcement.

What's next. The item returns for second reading, possibly with tweaks. The sponsor said she would work with the county to add scooters to its civil citation program for juveniles.

Reported from the Sept. 24, 2026 City of Miami Commission meeting.
